AfDB Approves a USD 100 Million Risk Participation Agreement With Commerzbank AG to Boost Trade Finance in Africa
THE Board of Directors of the African Development Bank (AfDB) (http://www.afdb.org) approved on Tuesday, May 22, a USD 100 million unfunded Risk Participation Agreement (RPA) between the AfDB and Commerzbank AG under which the two banks will share the default risk on a portfolio of qualifying trade transactions originated by issuing banks in Africa and confirmed by Commerzbank AG.
This facility will help address critical market demand for trade finance in Africa by providing support for trade in vital economic sectors such as agribusiness and manufacturing. It will foster financial sector development, regional integration, and increase government revenue generation ultimately improving Africa’s sustainable economic growth.
The majority of African banks have small capital bases which constrain their ability to obtain adequate trade limits from international confirming banks and to undertake sizeable transactions that have significant development impact. Moreover, despite the growth in trade risk distribution globally, local banks in Africa have not significantly benefitted from this growth. AfDB’s additionality lies in the use of its “AAA” rating to share trade risk and expand the trade finance capacity of banks in Africa, thereby expanding trade and strengthening regional integration.
This RPA facility, running over a 3-year period, is 50/50 risk sharing arrangement that will enable Commerzbank AG to match AfDB’s undertaking in every transaction, thereby creating a maximum portfolio of up to USD 200 million. The facility will also result in the provision of significant support to African banks and SMEs. Counting roll-overs, it is expected to facilitate about USD 1.2 billion of trade in equipment, raw materials, intermediate and finished goods over the 3-year period.
Moreover, the proposed facility aligns with AfDB’s Regional Member Countries’ priorities to promote trade as was reaffirmed by the African Union at its 18th Ordinary Session in January 2012. It is also in line with the Bank’s Ten-year Strategy and Regional Integration Strategies which seek to consolidate its engagement in trade finance in Africa.

Your excellencies, heads of state and government,
I thank you and the chairperson for inviting me to speak at this momentous occasion.
Let me begin by offering my congratulations to the AU.
I have been asked to focus on the economic side of your proclamation.
This is the most exciting time in Africa.
Africa’s economic journey over the last fifty years has been a tortuous one.
Many achievements, but numerous setbacks.
In our quest for a prosperous Africa, which is a dynamic force in the Global arena we need to take note of three things;
First, the World is now different from what it was in the last fifty years
Economic Power is no longer concentrated in Western Europe and North America.
The concept of North and South is no longer very meaningful.
The Rise of the South, from Asia, the Gulf, and Latin America now makes for a multipolar economic World.
And since 2000, Africa has joined that momentum.
Second there is unfortunately a very large flux in the Global Governance Organs and Institutions with global mandates, supposed to provide multilateral solutions, say on trade or climate are constrained by global politics.
That means for the solutions, Africa needs to trade her way out of poverty or deal with climate change, have to be largely internal.
Thirdly, a number of key megatrends will influence the trajectory of Africa’s economies in the next half a century which we need to be aware of.
I will come to this in a minute.
Your Excellencies
Africa entered the new Millennium in 2000 with a stride of Confidence.
With the exception of countries at war, or emerging from war, economic performance has remained very strong.
Indeed Africa’s Economic performance is now back to the level it was in 2008 before the near collapse of the Western banking system.
At the turn of the Millennium Africa’s GDP was 600 billion.
Today it is 2.2 trillion.
Four times.
Adjusted for inflation, Africa’s GDP has doubled in 10 years.
Adjusted for inflation, Sub Sahara Africa’s economic size has doubled.
Per capita GDP has tripled, or up 40% if you adjust for inflation.
As they say, “The sleeping giant is on its way”.
The World is slowly abandoning that sometimes patronising look at Africa.
The debilitating narrative of Africa and her whole litany of problems have given way to a Rising Africa.
Our continent now offers the highest risk adjusted return on investment.
And our economic managers are doing a reasonably good job navigating the difficult global economic slowdown.
Even on human development indicators such as infant mortality, the outcomes continue to be encouraging.
At this moment the Global economy still shows no signs of recovery.
Some regions are in recession,
The world needs growth. But where will it come from? It will be Africa and the emerging markets.
For now, the emerging markets supporting the World economy
But as their markets for exports to Europe mainly shrink they are looking at stimulating domestic demand.
China, in particular, is pulling no stops to stimulate the internal consumption.
Africa too cannot do otherwise, unlocking domestic demand; this market of a billion people must be a primary objective.
As we look to the next half a century, I cannot imagine a more important agenda for Africa, unlocking its internal market.
That is what will lay a basis for industrialisation, and for jobs.
That is what will enable the economies of scale for some of the large infrastructure projects Africa needs.
Lest I am asked whether I am painting too rosy a picture, let me say clearly that from whatever angle you look at it, Africa still faces myriads of problems – the journey is long. In some countries, absolute poverty is not declining fast enough.
Millions of our youth are entering the labour market each year, 14 million to be exact and cannot find a decent job.
The reason for that is straight forward.
Yes, Economic growth is strong but economic transformation remains a challenge.
We celebrate that Africa now has more mobile phones than North America and Europe combined but as Mo Ibrahim reminded us none of the hundreds of components in those phones is made in Africa.
That is why there are not enough jobs.
That now must be the next AGENDA
Looking ahead
As we celebrate today, looking to the next 50 years, three factors must be carefully observed;
The global economy
The megatrends
Sources of finance for development
Let me begin with the megatrends.
50 years is of course quite a long way, and predictions are not very helpful. But what is important is to identify big trends that will have large impact and build scenarios around them.
Together with Dr Zuma and Mr Lopes, we are preparing such an analysis for you, on those megatrends which will have a significant implication for the economic trajectory of Africa in the next half a century.
In the limited time available, I can only mention them briefly, pending an opportunity to discuss them in more detail.
First, Demographics
With one billion people, closer to India and China.
Africa’s population grows at 2.2%, compare to Asia which is 0.9%, there will be around 2.2 billion Africans in 2050.
Not only more but younger. The median age in Sub Sahara Africa is 18.5 years.
Provided the right investments are made in education, this is the basis of the so called demographic dividend – more people in the labour force than dependents, a wider consumer base for almost everything from food, housing and infrastructure.
Second, Urbanization
Africa will not only be having more people and a youth bulge but most of them will live in cities and towns.
Now the figure is 40%.
By 2050 it will be anywhere between 60 to 80 percent.
This will not only happen in existing large cities but also smaller cities and towns, which will grow in size.
This has very large implications for planning, for infrastructure, for food supplies, etc.
Third, The Growing Natural Resource Industry
Over and above our existing mineral wealth, precious and base metals, oil and gas, there are now new findings almost everywhere, sometimes a multiple of the country’s economic size.
And much more will be found as capacity for geological mapping increases.
These are resources which invested in education; in infrastructure is what will enable us realize the demographic dividend.
The key will be pursuit of sound management, including negotiating contracts that ensure Africa gets what it deserves for her wealth.
Fourth Ability to leapfrog technology
Another positive megatrend will be ability to leapfrog on some technologies.
We are all familiar with what the mobile revolution has done in terms of lowering the costs of doing business, delivering services and financial inclusion.
Fifth. Climate change and food security
I mentioned that an international deal on climate looks quite remote.
As the Continent most affected, this will have implications for our agriculture, marine and forestry resources as well as biodiversity.
With an increased population and pressure on land and water resources due to climate change, there will be need not only to accelerate national green and adaptations plans but also fully embracing what science and genetics offer in the domain of agricultural production.
Sixth. Infrastructure
Two of the big trends I mentioned above have huge implications for Infrastructure – that is Increased population and Urbanization.
At the same time, the massive discovery of new mineral resources, gas and oilfield s will demand a huge scale in infrastructure from rail, maritime ports, mass transit systems etc.
These will provide large opportunities for jobs and higher productivity for the economies as a whole.
These are things which will require attention.
I began by pointing out the strong economic record of the last decade.
However, the bar to aim for is 7%, on a consistent basis for at least another decade.
Not only 7%, but 7% of quality growth.
Quality growth is one which is not only strong, but sustainable, fair, addresses inequalities, and leaves no one behind.
That kind of growth creates trust in society and builds stability.
Your Excellencies
Let me close my remarks by referring to the issue of how we fund our development in the coming years.
It is crystal clear that now the effort will be primarily internal, with international donor finance coming to support that internal effort.
Already today approximate figures indicate various forms of domestic finance account for 3/4 of all expenditures.
International Cooperation has played a major role in the last fifty years to finance Africa’s development.
No doubt it will still be needed and much appreciated especially by the countries with limited resources.
Its possibility now is curtailed by the global recession, budget cuts and a diminishing constituency for aid.
In the last decade cooperation with new partners has contributed especially in infrastructure.
We must now do more, from domestic revenue mobilization, to spending wisely, to more effective natural resource management and leveraging the capital markets.
The Report by the Africa Progress Panel under Kofi Annan and how Africa is being deprived of revenues from our natural resources will require your action.
Let those mining businesses prosper in Africa but let them also pay what Africa deserves.
At this moment, capital markets are awash with liquidity, and interest rates are at a historic low.
Next week in Marrakech, we will discuss with Finance Ministers, a bold new proposal of an AFRICA Infrastructure Fund and a Special Purpose Vehicle to raise money in the markets for high return infrastructure projects that will help Africa to unlock her potential.
The last fifty years have been a remarkable, eventful journey for Africa.
Africa, faces in the next fifty, a complex landscape, but she also has many opportunities. Provided we do the right thing, this could truly be Africa’s hour.

ADDIS ABABA, Ethiopia, May 26, 2013/ — “The sleeping giant is on its way” stated AfDB President Donald Kaberuka during the opening of the 50th anniversary of the African Union in the Ethiopian capital, Addis Ababa, on Saturday 25 May 2013, as leaders from across the continent marked the progress made over the past five decades. He added that the first fifty years achieved political freedom and laid a basis for socio-economic development. Now the agenda must be economic transformation.
Mr Kaberuka gave the dignitaries present, a profound look at Africa’s past and future trajectory for the next 50 years. Africa’s GDP has increased from US$ 600 billion to US$ 2.2 trillion since the year 2000, he said, and the continent “now offers the highest risk adjusted return on investment… our economic managers are doing a reasonably good job navigating the difficult global economic slowdown”.
The AfDB President, together with a large number of African Heads of States, was joined by UN leader Ban Ki-moon, Brazilian President Dilma Rousseff and US Secretary of State John Kerry at the African Union headquarters on Saturday.
Mr Kaberuka noted however that despite strong economic growth, economic transformation remains a challenge for the continent. He advanced further stating that a “quality growth” of 7% is what Africa needs for the decade to come. He emphasized the importance of a quality growth as one “which is not only strong, but sustainable, fair, addresses inequalities, and leaves no one behind”
On May 25, 1963, the AU’s predecessor, the Organization of African Unity, or OAU, was established with the goal of forging a common identity for the continent as Europe’s colonial rule of Africa fell apart. Since then, the African Union has shifted focus to an organization spear-heading Africa’s development and integration.
“This historic day marks not only a great leap forward in the Pan-Africanist quest for freedom, independence and unity but also the beginning of our collective endeavor for the realizations of Africa’s socio-economic emancipation,” said Ethiopian Prime Minister Hailemariam Desalegn.
“When we talk about African solutions to African problems, it is because we know that we can only permanently silence the guns if we act in solidarity and unity,” said AU Commission chief Nkosazana Dlamini-Zuma, adding that the continent had a “bright future”.

CAPE-TOWN, South-Africa, May 27, 2013/ — DHL Express, a division of Deutsche Post DHL (http://www.dhl.com), has credited its innovative “Certified International Specialists” learning and development program (CIS) with being one of the principal factors in the company’s African and global performance. The program, which is delivered to every employee across the company’s global network, has also been a key intervention in Sub-Saharan Africa, bridging the skills divide and providing comprehensive training and education for the company’s employees.

Project Financiers Gather in Marrakesh to Discuss Finance Projects in Africa
A SIDE EVENT entitled Sustainable Energy Fund for Africa (SEFA): Reaching out to Project Financiers in Africa was held during the African Development Bank’s (AfDB) 2013 Annual Meetings in Marrakesh, Morocco (http://www.afdb.org). The seminar, jointly organized by the Environment and Climate Change Department (ONEC) and the Private Sector Operations Department (OPSM) of the African Development Bank aimed at: (i) presenting SEFA to stakeholders and implementation progress to date, (ii) taking stock of challenges in financing small/medium renewable energy and energy efficiency projects, and (iii) introducing SEFA’s Component III to support public sector institutions in improving the enabling environment for private participation in energy infrastructure and services.
Chaired by Hela Cheikhrouhou, ONEC Director, the seminar was attended by more than a hundred participants from the commercial banking, development finance, private equity, and project development entities. The event was also preceded by the official release of SEFA’s 2012 Annual Report, the first full year of operations of this important initiative.
Cheikhrouhou applauded the valuable Denmark contribution without which the Fund could not exist, underscoring that “SEFA’s goal is to bridge the gap of the missing middle” in energy projects.
Solomon Asamoah, Deputy CEO and Chief Investment Officer, Africa Finance Corporation, insisted on the challenges the projects developers face when seeking for financing, and added that “any support that can help them must be welcomed” as is the case of SEFA. Kevin Whitfield from Nedbank highlighted the need for more coordination among financiers as well as the opportunity to bundle the small projects into a programmatic approach. Agnes Dasewicz, Director of the Private Capital Group for Africa, USAID, made an appeal for support to smaller projects by stating that “in order to drive economic growth, we need to support off-grid projects and solutions in rural areas”. For his part, Tim Turner, OPSM Director, explained how the new partial risk guarantees can be instrumental in crowding-in private capital in small and medium renewable energy projects by covering the country and off-taker risk faced by private investors.
Catalyzing private sector investment is the cornerstone of SEFA intervention in order to increase access to sustainable energy on the continent while promoting local economic development and job creation.

rasmi kati ya Tanzania na Japan kati ya Rais wa Jamhuri ya Muuungano
wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete na Waziri Mkuu wa Japan,
Mheshimiwa Shinzo Abe.
Aidha, Japan imeombwa na kukubali kuangalia uwezekano wa kugharimia ujenzi wa reli mpya kutoka Tanzania kwenda nchi za Rwanda, Burundi na hatimaye Jamhuri ya Kidemokrasia ya Congo (DRC).
Tanzania pia imeiomba Japan kuwa mshirika kiongozi katika mageuzi ya
kilimo cha mpunga katika Tanzania ili kuwezesha kuongeza usalama wa
chakula na hasa wa mchele kwa Tanzania na majirani zake.
Tanzania vile vile imeiomba Serikali ya Japan kuyashawishi makampuni
makubwa ya nchi hiyo kuwekeza katika uchumi wa Afrika kwa sababu Bara
la Afrika linaendelea kuwa soko muhimu la bidhaa za viwandani za
Japan.
Maombi hayo yametolewa leo, Alhamisi, Mei 30, 2013 na Mheshimiwa
Kikwete wakati alipokutana na kufanya mazungumzo rasmi na Mheshimiwa
Abe, mjini Tokyo ikiwa sehemu ya shughuli za Rais Kikwete katika ziara
ya kikazi ya siku saba katika Japan.
Katika mazungumzo hayo ofisini kwa Waziri Mkuu, Rais Kikwete ameiomba Japan kufikiria kuiunga mkono Tanzania kwa kugharimia ukarabati na uboreshaji wa Reli ya Kati kutoka reli nyembamba ya sasa kuwa reli ya
kiwango kinachokubaliwa kimataifa.
Aidha, Rais Kikwete ameiomba Japan kuangalia uwezekano wa kugharimia ujenzi wa reli mpya kutoka Isaka, Tanzania kwenda Kigali, Rwanda na hatimaye Burundi na DRC.
“Waziri Mkuu, reli yetu ya kati ni nzee sana na tunataka
kuboresha reli yenyewe kwa kuibadilisha na kuifikisha kiwango cha
kimataifa na pia kukarabati karakana zote muhimu za kuhudumia reli
hiyo. Aidha, tunashirikiana na Rwanda, Burundi na DRC kujenga reli
mpya kwa sababu nchi zote hizi zinategemea Bandari ya Dar es Salaam
kupitisha mizigo yao,”
Ameongeza: “Tumekamilisha upembuzi yakinifu na michoro kwa msaada wa Benki ya Maendeleo ya Afrika na kampuni moja ya Barrington Santa Fe ya
Marekani na sasa tunatafuta mbia wa kugharimia ujenzi wake.”
Kuhusu uboreshaji wa kilimo cha mpunga, Rais Kikwete
amemwomba Waziri Mkuu Abe kuifanya Japan kuwa mbia kiongozi katika
kilimo cha mpunga ili kuiwezesha Tanzania kujitegemea kwa mchele na
hata kuweza kulisha nchi za jirani.
“Katika kilimo, tunalenga kujitosheleza kwa mahindi na mchele. Tunao
wabia wachache lakini tunataka Japan iwe mbia kiongozi kwa sababu ya
uzoefu wetu katika kilimo cha mpunga. Tunahitaji kuongeza uzalishaji
kwa sababu majirani zetu wanatutegemea.”
Kuhusu Serikali ya Japan kuyashawishi makampuni binafsi ya nchi hiyo
kuwekeza katika Afrika, Rais Kikwete amesema: “Biashara kati ya Japan na Afrika inaongezeka na uwekezaji unaongezeka, lakini tunaweza kufanya zaidi kwa sababu katika kila magari 10 kwenye barabara za Afrika tisa yanatoka Japan. Maduka ya vifaa vya elekroniki yamejaa vifaa na vyombo kutoka Japan – ziwe kamera, ziwe redio, ziwe televisheni lakini hayo makampuni mengi ya
Japan yanawekeza katika Afrika.”
Ameongeza Rais Kikwete: “Uwekezaji unatunufaisha sana katika Afrika.

Kinyerezi, Dar Es Salaam.
Rais pia ameomba Japan kuongeza nafasi za shahada ya juu ya PHD katika kufundisha madaktari wa Tanzania na kusaidia kuongeza uwezo wa
Tanzania katika matumizi ya mkongo wa taifa ambao Serikali iliujenga.

General Electric and Symbion Power to Help Boost Tanzania’s Power Supply
GENERAL Electric and Symbion Power Tanzania Ltd, today signed a “Cooperation Agreement” with the objective of developing the 400MW gas-fired power plant in Mtwara to boost electricity in the south and the rest of the country.
The project, to be located in Mtwara, is part of expansion plans for TANESCO, and will also include a transmission line from Mtwara to Songea.
Speaking during the signing ceremony at the offices of the Ministry of Energy and Minerals, GE Vice Chairman, President and CEO, GE Global, Growth & Operations, Mr. John Rice (L) said, “GE is committed to partnering with stakeholders to accelerate economic growth in Tanzania and the rest of Africa.” He said, “a sustainable power supply continues to hamper Africa’s progress and Tanzania is no exception.”
“Tanzania is growing rapidly and to ensure we have an enabling environment that supports sustainable economic growth, we need to overcome inhibiting challenges such as interrupted power supply. This project will do just that,” said Mr. Rice.
In this agreement GE will cooperate and collaborate with Symbion Power by providing technical and development support, including engineering studies, financial structuring and support with lenders and guarantee providers.
The Cooperation Agreement was signed (L) by Jay Ireland, President and CEO, GE Africa and (R) Don Brindle, General Manager, Symbion Power Tanzania in the presence of the (C) Minister for Energy and Minerals, Hon. Prof. Sospeter Muhongo who hailed the partnership as one that will enhance development for the energy sector in Tanzania.
“Today marks a key milestone that will change the face of Tanzania’s energy sector. Kauli hiyo imetolewa leo Dar es Salaam na Mwenyekiti wa Mfuko wa Fursa Sawa Kwa Wote (EOTF), Mama Anna Mkapa wakati wa ufunguzi wa mafunzo ya siku tatu ya wanawake wajasiriamali yanayoendelea kwenye Ukumbi wa Bwalo la Maofisa la Jeshi la Kujenga Taifa (JKT), Mgulani.
Mama Anna Mkapa ambaye pia ni Mke wa Rais mstaafu wa Awamu ya Tatu, Benjamin Mkapa alisema lengo la mafunzo hayo ni kuwajengea uwezo wa kiuchumi na kijamii wajasiriamali hao kutoka mikoa yote Tanzania Bara na Visiwani, ambapo jumla ya wanawake wapatao 264 wanashiriki.
“Mfuko wa Fursa Sawa Kwa Wote umekusudia kwa nguvu zake zote kuendeleza vita ya hii ya kuwawezesha wanawake nchini kujikwamua katika wimbi la umasikini, maradhi na ujinga,” alisisitiza Mama Mkapa.
Aidha ameiomba Serikali, asasi za kiraia, taasisi za dini na wahisani binfasi ndani na nje ya nchi, kusaidia wanawke haswa wa vijijini kujikwamua na umaskini. Mama Mkapa aliongeza kuwa mfuko huo, kwa kipindi cha miaka 16 zaidi ya wanawake 6,820 wamepata mafunzo ya stadi za biashara na wengine 4,500 wamepata fursa ya kushiriki maonyesho mbalimbali ya ndani na nje ya nchi kwa kupitia EOTF ili kutangaza na kuuza bidhaa zao.
Naye Waziri wa Viwanda, Biashara na Masoko, Dk. Abdallah Kigoda akifungua mafunzo hayo alisema Serikali imeanzisha utaratibu wa kuweka kumbukumbu za mkopo katika mabenki kwa kupitia ‘Credit Reference Bureau’ ili kuweza kusaidia kuwafahamu wateja, na kuwaasa wajasiriamali wanapokopa wakumbuke kulipa kwani uaminifu ni kitu muhimu katika biashara.
“Suala lingine la kulipa kipaumbele ni lile la kuongeza thamani ya mazao wanayoyazalisha na tuache kuwazalishia watu wengine bidhaa wakaenda kuongezea thamani kidogo tu kama vile kwa kufunga na kuweka nembo ya kibiashara na kuuza kwa bei kubwa,” alisema Dk. Kigoda.
Aliahidi kuwa Wizara yake iko makini kufanya linalowezekana kushirikiana na wajasiliamali hao kutatua tatizo hilo la kuuza malighafi badala ya bidhaa iliyoongezwa thamani ili kuongeza ajira na kupunguza umaskini.

M-Pesa, a mobile money platform in Sub-Saharan Africa, is embracing Bitcoin
Thanks to bitcoin, it’s about to become a lot easier to move money in Africa. M-Pesa, a successful mobile money platform in Sub-Saharan Africa, is embracing bitcoin. The service will give rise to transactions with negligible fees (~$0.04), and could dramatically slash revenues of existing money transfer services like Moneygram, Western-Union and Paypal. That is, if the famed untraceable digital currency catches on.
Kipochi, the bitcoin wallet service is now being integrated into M-Pesa, which more than one third of Kenyans have already signed up for, as well as five million Tanzanians. A team of 8,300 brand agents is also currently canvassing East India, targeting ‘unbanked’ people. (Update: Just to clarify, that one third of Kenyans now has access to a bitcoin wallet service doesn’t mean that all of those people use bitcoins. We’ll see how usage growth pans out after Kipochi is fully integrated.)
Like many bitcoin businesses that advocate the digital currency’s mainstream proliferation, Kipochi boasts these tenets on its front page:

The wallet service allows government-ID-carrying users to swap funds by using their phone numbers as account numbers. Bitcoins land on Kipochi’s server by way of a 34-character bitcoin address, which acts as an alias in front of the customer’s account. Linked with M-Pesa, Kipochi could quickly become the cheapest way for expats to send their money home.
That Bitcoin is an infamous, decentralized, untraceable currency that can facilitate black markets, illicit transactions and money-laundering is surely what caught media and political attention at first. But after bitcoin’s crash this spring, and after the NYTimes alerted its baby boomers, the digital currency started to stabilize in both terms of price and discourse. Bitcoin evangelists came out of the woodwork defending against the stigmas, pontificating bitcoin’s mainstream viability. Kipochi and M-Pesa’s handshake meets such aspirations:

Sure, the crypto-currency has brought tens of millions of dollars into the hands of drug dealers, and has yet to largely impact any global economic crises. But therein lies the goal of the bitcoin evangelists: Legitimizing bitcoin and getting normal people to use it for normal things.
“Who are the first types of people to use any kind of new technology? The ones that need to use it the most, right?” Charlie Shrem of Bitinstant ranted in a conference at the Wythe Hotel last month, seated between co-panelists Andrew Chang and Cameron Winklevoss.
“Bitcoin is not anonymous, it’s private. It’s the same as that cash transaction you do at the store,” Shrem said. “We need to collect some basic information about you…and we’ll start you off with a smaller account.
